REQUEST FOR EXPRESSION OF INTEREST

1. This Request for Expression of Interest follows the General Procurement Notice that appeared in Development Business (online) No. WB4085-709/07 of 7th August, 2007.

2. The Government of the Republic of Ghana (GoG) has received financing from the World Bank toward the cost of the Ghana Energy Development and Access Project (GEDAP). The Electricity Company of Ghana Ltd. (ECG) acting on behalf of the Government of Ghana (GoG) intends to apply part of the proceeds for consulting services under the Distribution Sub-component of the GEDAP.

3. The services to be provided under this sub-component include the supervision activities for the following types of works:
a) Supply and installation of 6No. 33/11kV Substation each equipped with 2x20/26 MVA power transformers.
b) Supply and installation of 33kV underground cable networks.
c) Supply and construction of double circuit 33kV lattice tower lines.
d) Supply and installation of combinations of overhead and underground 11kV feeders.
e) Installation of fixed and switched 11kV Shunt Capacitor banks and associated Switchgear in existing 33/11kV Substations.
f) Installation only of Client Supplied Low Voltage, 11kV and 33kV distribution level networks.
g) Conversion of existing 11kV and low voltage network into High Voltage Distribution System (HVDS)

4. The estimated number of professional staff-months required for the assignment is fifteen (15) man months.

5. The ECG now invites eligible consulting firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, availability of appropriate skills among staff, etc.). The assessment of the expression of interest will take into account the following factors:

• Firm’s experience in the Electricity distribution industry and number of years of existence.
• Technical and Managerial organization of firm
• Experience in the field of the assignment.
• Experience in similar cultural, political and economic conditions and
• Availability of appropriate skills among staff, who are proposed for the assignment.

6. Experience in Project Management, electrical network planning and design, substation design and installations, lattice tower line design and installations (including foundations) are also necessary requirements for this assignment.

7. A consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004 (revised Oct. 2006). Interested consulting firms may obtain further information at the address below during office hours i.e. 0800 to 1700hours.

8. Expressions of interest (EOI) must be delivered by email, fax or courier service to the address below by November 7, 2008. All Expressions of Interest should be clearly labeled as follows:
