SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
UK-India: support the technical assistance and programme management of
india's reproductive and child health programme (rch ii).
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The second
phase of the Reproductive and Child Health programme, a flagship programme
of Government of India's National Rural Health Mission, was launched by
the Ministry of Health and Family Welfare, Government of India, in 2005.
One of the key focus areas of the RCH II programme is to strengthen the
capacity of the Ministry of Health and Family Welfare (MoHFW) as well as
state level agencies in programme planning, management and monitoring for
reproductive and child health services. For this purpose, the MoHFW
contracted an outsourced Programme Management Support Group(PMSG) in 2006
to provide key management functions.
The current contract with the existing outsourced agency will end in
August 2008. The MoHFW is keen to continue with this mechanism for the
remaining 3 year period of the RCH programme, which is until June 2011, in
order to consolidate the strengthened programme management arrangements
and develop the capacity in central and state agencies to sustain these
functions. On request from the MoHFW, DFID has agreed to support this
effort through the provision of technical assistance until the end of the
programme. Full details are available in the draft Terms of Reference.

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Prices are not
required at Expression of Interest stage, however when required prices
must be quoted in Indian Rupees and all payments under the contract will
be made in Indian Rupees. Payments will be cleared from DFID's India
Office. DFID reserves the right to annul the process and not to award the
contract.

whom the contract is to be awarded: Joint and several liability.

IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Accelerated restricted.
Justification for the choice of accelerated procedure: Urgency.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged minimum number: 5. Maximum number: 8
Objective criteria for choosing the limited number of candidates:
Expressions of Interest (EOIs) must demonstrate the consultancy team's
qualifications, experiences and abilities in the following areas:
1. Substantial experience in providing a technical and programme
management support in the health sector including health sector planning
and budgeting, monitoring and evaluation, human resources for health, and
maternal, newborn and child health and family planning. 2. Clear capacity
to support complex, multi-stakeholder, processes for programme design and
management, including familiarity with tools for health sector planning,
budgeting and monitoring. 3. Proven track record of working effectively
with national and state governments to support the design implementation
and review of programmes in the health. 4. Demonstrated experience of
working in India. 5. Experience of supporting policy and institutional
reforms in government, with particular respect to health sector. 6.
Demonstrated skills in creating and maintaining databases and websites.
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: Expressions of Interest (EOIs) must be
submitted by email to capas@dfid.gov.uk, using the Application Form
available from the DFID website at www.dfid.gov.uk/procurement/
contractopportunities.asp. The draft Terms of Reference can also be found
at the website address. EOIs must contain a Capability Statement of no
more than six A4 pages demonstrating evidence of relevant skills and
experience as outlined in the Application Form and at Section IV.1.2
above. Abridged CVs of not more than two A4 pages for each key person
should also be included. CVs can be submitted in addition to the six pages
Capability Statement. DFID procurement policy stipulates that consultants
who are involved in any capacity in the design of a project cannot compete
for the implementation phase. Design includes feasibility studies, drawing
up terms of reference for the implementation phase, pre-appraisal and any
other preparatory work for the project. Following assessment of EOIs DFID
will invite short-listed applicants to submit full technical and
commercial proposals. The contract will be let for up to three years, with
the possibility of extension for up to a further 24 months. From 1 April
2001, all UK development assistance has been fully untied, which allows
suppliers from anywhere in the world to bid for DFID contracts. DFID will
not reply to any Expressions of Interest unless short-listed for
Invitation to Tender. Suppliers should check the DFID website for details
of short-listed suppliers.
