SPECIFIC PROCUREMENT NOTICE (SPN)
INVITATION FOR BIDS


1. The Government of the Federal Democratic Republic of Ethiopia has received a credit from the International Development Association (IDA) in various currencies towards the cost of Road Sector Development Stage III (APL-3) Project in Support of the Government’s RSDP – [Credit No. ET-43150, Project ID No. P091077]. It is intended that part of the proceeds of this credit will be applied to eligible payments under the contracts for the construction of Gedo- Nekempte Road Rehabilitation Project, Contract 1: Gedo-Bako and Contract 2: Bako-Nekempte.

2. The Ethiopian Roads Authority (ERA) (the Employer) now invites sealed bids from Project, Contract 1: Gedo-Bako and Contract 2: Bako-Nekempte which comprises Rehabilitation of the road from its present condition to asphalt concrete, “the works”. The works includes mainly improvement of the horizontal and vertical alignments, where possible, the constructions of new pavement layers and Asphalt Concrete, the rehabilitation and construction of drainage structures. The major items of the works and the Qualification Criteria for each of the contracts and combined requirements are as indicated in the Table 1 & 2 below respectively.

2.1 The Turnover requirements set in the above Table 2 are minimum average construction turnover calculated as the total certified payments received for contracts in progress or completed, within the last five years.
2.2 The Specific Experience requirement is the experience in participation as contractor, management contractor or subcontractor in at least two (2) contracts within the last Eight (8) years with values indicated in the Table 2.
2.3 Key Activities requirements are the minimum construction experience in executing the quantities shown in the Table 2 above, calculated as the average of the quantities executed in the contracts mentioned in 2.2 above, or other contracts executed in the last Eight (8) years.

3. Bidders may bid for one or two contracts for which they meet the qualification criteria stated in the bidding documents-which are summarized in the Table 2 above. Only the bidders who consider that they meet the qualification criteria as given in the Table should apply. Bids by the bidder who do not meet these criteria will be rejected. Award will be for any one of the contract or maximum a combination of two contracts on the basis of the lowest evaluated overall cost to the Employer. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the letter of bid.

4. Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of:

5. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of ETB 4500 (Four Thousand Five Hundred) per contract.

6. The provisions in the Instruction to Bidders and in the General Condition of Contract are the provisions of the World Bank Standard Bidding Document: Procurement of Works.

7. Bids must be delivered to:

on or before 2:30 PM on August 28, 2008 and must be accompanied by a security of 500,000 USD (Five Hundred Thousand USD) or the equivalent in a freely convertible currency for each contract.

8. Bids will be opened in the presence of bidders’ representatives who choose to attend at 2:30 PM for Contract 1 and 3:00PM for Contract 2, August 28, 2008 at the offices of:

9. Qualified domestic bidders may be eligible to receive a margin of preference of 7.5 percent in Bid evaluation.
