As a part of R&M/LE activities of BOP packages of 2x120 MW Units of Gandhinagar Thermal Power Station Unit No.1 & 2 of Gujarat State Electricity Corporation Limited (GSECL), located at Gandhinagar , District :- Gandhinagar in Gujarat State, sealed tenders are invited on “Turn-key ” basis for the work mentioned under from the bidders meeting the QR as specified in the following details.
1. Tender documents can be available from the office of The Chief Engineer (P&P), Gujarat State Electricity Corporation Ltd., Corporate Office, Vidyut Bhavan, Race Course, Vadodara – 390007 on payment of non-refundable tender fee of Rs. 7500/-in Cash or by Demand draft payable at Vadodara in favour of ‘Gujarat State Electricity Corporation Limited, Vadodara’. (Cheques are not acceptable). While remitting the tender fee, the tender No. i.e. “CW-APDP-R&M-9259-BOP-T-011 for Electrical and Control System of Coal Handling Plant for Gandhinagar TPS Unit No. 1&2” must be mentioned. In case tenderer desires of purchasing tender by post, tenderer shall pay Rs. 7500/- + Rs.150/- as non-refundable tender fee. In case of late receipt of tender by tenderer, sent through post, GSECL shall not be responsible, for the same.
2. 50% EMD (i.e. Rs. 147500=00) will be accepted in the form of crossed Demand Draft on any Scheduled Bank / Nationalised Bank payable at Vadodara in favour of ‘Gujarat State Electricity Corporation Limited, Vadodara’. Balance 50% of amount of said EMD (i.e. Rs. 147500=00) should be paid by way of Bank Guarantee from any Schedule / Nationalized Bank except Co-operative Bank , in a standard format prescribed by the GSECL. Cheques are not acceptable. Corporate Bank Guarantee not allowed.
3. All the envelopes should be dispatched by Registered AD post / Speed post only. Hand delivery/submission through courier is not acceptable.
4. The bid is open for participation to those bidders who satisfy the following qualifying requirements :
(a) Bidder should be a manufacturer of either ‘PLC System’ or ‘HT & LT Switchgear’ with following conditions :
i. For manufacturer of PLC System : The manufacturer of PLC System should have engineered , manufactured, supplied, erected and commissioned at least one (1) No. of PLC based Control System comprising of minimum 300 Nos. of digital inputs and 100 Nos. of digital output for material handling system. The above system should have been in successful operation during the last two (2) years as on the date of the bid opening.
ii. For manufacturer of HT & LT Switchgear: The manufacturer of HT & LT Switchgear should have engineered, manufactured, supplied, erected and commissioned HT & LT Switchgear rated at least for the duty /rating specified /required (Atleast 1200 Amp. for HT with fault current rating of 40 KA for 3 Sec. and 3200 Amp. for LT with fault current rating of 50 KA for 1 Sec.) and the same should have been in successful operation during the last two (2) years as on the date of the bid opening.
iii. The bidder meeting qualification requirement for PLC System alone , as above, shall have to procure HT & LT Switchgear from GSECL’s approved vendors . Similarly the bidder meeting qualification requirement for HT & LT Switchgear alone, as above shall have to procure PLC System from GSECL’s approved vendors.
b. The average annual financial turnover of the bidder in the three preceding completed years, as on date of bid opening shall not be less than Rs. 50 million or equivalent foreign currency.
c. The bidder does not anticipate change in Ownership during the validity of the bid. (If such change is anticipated, the scope and the effect thereof shall be defined).
d. The bidder should have adequate skilled, non-skilled manpower for performing the required services.
e. The bidder has adequate organizational set up and capability to provide the necessary management services to successfully design, manufacture supply similar type of equipments, devices etc. as stipulated in the specifications documents.
f. For establishing the Qualification Requirement, the bidder should furnish enough details / documents in the technical bid regarding their experience, capability and resourcefulness. The bidder should indicate:
i. The maximum value of the order executed together with the details i.e. name and full address, telephone / fax number / email ID of the customer, value of the order, scope of work etc.
ii. Completion period and time limit for completion of the work stipulated in order.
iii. Actual completion period and time taken for completion of the work with reasons for delay if any.
iv. Performance certificates from customers.
v. Work Completion Certificate from customer showing the time taken for completion of the work with reasons for delay if any.
g. The bidder shall have to submit the bank solvency Certificate for at-least 20% of estimated value of the tender from any nationalized/Scheduled Bank in technical
